The Government Efficiency and Accountability Review Board (GEAR) was established in 2017, under Executive Order #4, to develop recommendations for increasing the efficiency and effectiveness of State government. GEAR is driving the broad adoption of standard business process management, the use of metrics to guide resource allocation decisions, and the implementation of a culture of continuous process improvement.
The Executive Order directs the GEAR Board to issue to the Governor an annual report, no later than December 1st of each year. Each annual report contains recommendations that may be included in the Governor’s Recommended Budget. The annual reports are available online.
Overall, the Board supports the strategic endeavors of the following organizations within GEAR and guides the activities within the continuous improvement (CI) cycle noted below:

GEAR is:
- Expanding the development of continuous improvement professionals throughout State government with over 100 practitioners from 23 State organizations executing 147 projects. Savings to the State are estimated to total $101 million over the life of projects underway.
- Achieving savings and improvements for taxpayers through restructuring leases, establishing a State land use inventory, modernizing the registration of trade names, partnerships, and associations by moving the process from Superior Court to the Department of Finance, modernizing the client experience at state service centers, expansion of broadband access across Delaware, including school libraries in the Delaware Library Catalog and Consortium, modernizing the Senior Farmers Market Nutrition Program (SFMNP) with digital payments, optimizing long-term care delivery, along with streamlining financial, human resource, criminal justice, and information technology systems.
- Continuing the GEAR P3 Innovation and Efficiency and Trailblazer Award programs that rewards State employees who demonstrate innovative, cost saving, and service enhancing continuous improvement projects.
- Modernizing student enrollment, school finance, and unit count information systems within public school systems through the EdGEAR (Education-GEAR) team.
- Recognizing GEAR’s continuous improvement accomplishments for the State through inclusion in Results for America’s – 2024 Invest in What Works State Standard of Excellence, a nationally recognized state benchmarking program, that the GEAR program will leverage to coordinate with other government partners who are pursuing data driven best practices.
- Fostering a culture of continuous improvement and improving the recruitment, development, and retention of State employees through the establishment of new job classifications that increase the ability of State agencies to drive and sustain continuous improvement over time. The GEAR Program Management Team in coordination with the Department of Human Resources implemented 4 job classification series for project managers, business process analysts, change management specialists, and Lean continuous improvement specialists.
