WILMINGTON, Del. – Governor John Carney, on Monday, released the eighth annual report of the Government Efficiency and Accountability Review (GEAR) Board. Governor Carney established GEAR under Executive Order #4 in February 2017 to identify ways for state government to sustain its culture of continuous improvement. Specifically, GEAR aims to improve the quality, efficiency, and effectiveness of public services, while reducing costs.
“One of my first actions as Governor was to establish GEAR as an ongoing effort to contain government spending growth, improve the effectiveness of our service delivery, and better meet the needs of the citizens we serve,” said Governor Carney. “Over the past eight years, GEAR has played a crucial role in saving money and promoting a culture of continuous improvement across state government. Delaware residents and businesses have seen the benefits of their hard work.”
More than 100 practitioners from 23 state organizations are executing projects within a portfolio of 147 initiatives to improve efficiency. The savings from this work are estimated to total $101 million over the life of projects underway.

Governor John Carney released a video highlighting the importance of the GEAR program since its inception and discusses the impact on Delaware State government. Governor Carney expressed his appreciation noting the measurable results seen within multiple State projects, which collectively are resulting in estimated cost savings of approximately $90 million dollars over the life of the projects. Governor Carney also recognized the impact of the Continuous Improvement Practitioner (CIP) training program, which has trained over one hundred State employees to date.
Treasurer Colleen C. Davis shares her thoughts on the GEAR program. As a member of the GEAR Board and GEAR P3 Taskforce, Treasurer Davis offers her perspectives on making state government more efficient and effective for the residents and visitors of Delaware.
Chief Justice Collins J. Seitz Jr. discusses the impact of continuous improvement work within Delaware’s Judicial Branch and the influence of the Government Efficiency Accountability and Review (GEAR) program. Chief Justice Seitz highlights the importance of using a mechanism such as GEAR to improve government in stabilizing the State’s budget on an ongoing basis. The Chief Justice also noted the value of Judiciary’s role in being a part of the GEAR Board and how GEAR’s coordination across State government has benefited their branch of government. In addition, the Chief Justice references the development of key continuous improvement projects within the Judiciary, including technology investments in the courtrooms and reducing the debt burden for court users.
Chief Information Officer Greg Lane discusses the mission of GEAR and how it provides a forum that accelerates the understanding and adoption of new impactful solutions.
Governor John Carney on Monday released the seventh annual report of the Government Efficiency and Accountability Review (GEAR) Board, which highlights key accomplishments and ongoing continuous improvement efforts across State government in 2023. Governor Carney established GEAR under Executive Order #4 in February 2017 to identify ways for State government to sustain its culture of continuous improvement by improving the quality, efficiency, and effectiveness of public services, while bending the cost curve of government downward.
“Delaware’s economy is growing, and more Delawareans are working today than at any time in our history,” said Governor John Carney. “However, there is more work to do. That is why GEAR continues to be a valuable program for us in saving money and promoting continuous improvement. It ensures an efficient and effective State government that always puts Delaware taxpayers first.”
“GEAR was never meant to be a one-time study on government efficiency to gain a few quick wins and then rest easy. The intent is to drive an ongoing culture change – integral to how the State does business while guiding the services of government,” said Charles Clark and Daniel Madrid, Executive Director and Deputy Director of GEAR respectively, and Bryan Sullivan, Director of Management Efficiency at the Delaware Office of Management and Budget. “This is why GEAR will continue to be necessary in the future – supporting an adaptive, highly effective, and efficient Delaware State government for generations to come.”
In 2018, the GEAR P3 Taskforce leveraged a partnership through GEAR and the Department of Human Resources to create the GEAR P3 Innovation & Efficiency and Trailblazer apex awards within the Governor’s Team Excellence Award program. These awards recognize and directly incentivize State employees who improve the efficiency and effectiveness of State processes, programs, and services. The Taskforce coordinates with the Delaware Business Roundtable and the Delaware State Chamber of Commerce, as well as other partner organizations that contribute to this program.
This year marked the 5th anniversary of the GEAR P3 Innovation & Efficiency and P3 Trailblazer award winners being recognized for their work and rewarded with financial incentives. A celebration was held with the Governor on October 10, 2023, that recognized the 2022 award winners, as well as 9 private sector contributors. The private sector partners recognized at the event included: Highmark, WSFS, W.L. Gore, CSC, JPMorgan Chase, M & T Bank, The Precisionists Inc., Bank of America, and Delmarva Power.
CIO Greg Lane was chairman of the inaugural meeting of the Delaware Artificial Intelligence Commission. The first order of business was to elect a Chair, Vice Chair, and Secretary. Representative Griffith was elected Chair, Dr. Sunita Chandrasekaran, Co-Director, AI Center of Excellence at the University of Delaware was elected Vice Chair, and Rich Jester from JP Morgan Chase was elected Secretary.
The Executive Director of GEAR Charles “Chuck” Clark had a chance encounter and opportunity to present Senator Chris Coons with a GEAR logo and a copy of the 2023 GEAR Annual Report early in 2024. As it turns out, Chuck and Senator Coons were associates at W.L. Gore and Associates before the Senator ran for public office and Chuck joined the State.
