Charles (Chuck) Clark brought to the GEAR initiative a unique combination of more than 25 years of experience in Operational Excellence, Information Technology, and Engineering. His expertise includes strategic planning, process optimization, Lean methodologies, project and change management, collaborative partnerships, ERP/automation system implementations, artificial intelligence and IT architecture. Chuck holds professional certifications in project management.
He joined State government in 2018, as the Department of Finance’s Change Management Leader. Chuck was named the Executive Director of GEAR in March of 2022 and served in this role through March of 2026. He was previously the Deputy Director to the former Executive Director of GEAR since 2019 and played a pivotal role working with numerous state agencies to drive continuous improvement and optimization practices. Chuck developed and implemented our GEAR Field Team strategy and led the collaboration with the Department of Human Resources to launch the Continuous Improvement Practitioner (CIP) training program.
As the former Executive Director of GEAR, he initiated/directed strategic and tactical efforts to improve efficiencies, drove a sustainable culture of continuous improvement, reduced government spending growth across 23 State organizations, incentivized employees, and coordinated the GEAR Public Private Partnerships (P3) Taskforce. Chuck was pivotal in building a continuous improvement team of 175 employees who execute projects within a portfolio of 160 projects with estimated ROI of $110M over the life of projects underway. He served on the Delaware Artificial Intelligence Commission, Executive Steering Team of the Digital Government Program, and as a designee on the State Clearing House Commission. Chuck led a 2-person team: Deputy Director, Field Team Lead and Director of Management Efficiency, Enterprise Services Delivery Team Lead.
He previously worked for 21 years at W.L. Gore & Associates where he held a variety of IT Director roles at this global multinational company in Core Material and R&D, Enterprise Administrative Functions, Enterprise Architecture, and the Electronic Products Division.
Chuck earned his B.S. degree in Business Administration with a concentration in Operations Management from the University of Delaware, has A.S. degrees in Electronics/Electrical Engineering, Robotics, and attended Delcastle Technical High School. He is also a certified Project Management Professional and Agile Certified Practitioner. Chuck is a lifelong Delawarean and currently lives in Hockessin.
