Director of Management Efficiency

Bryan Sullivan is the Director of Management Efficiency in the Office of Management and Budget, Budget Development and Planning. He has been assisting with the management of GEAR since its inception in February 2017. Currently, Bryan serves on the GEAR Management Team and is the Coordinator for the Enterprise Services Delivery Team. Prior to this, Bryan was the Facilitator of the Financial Services Delivery Team until its consolidation with the Human Resources and Information Technology teams to form the Enterprise Services Delivery Team in 2021. Bryan is a third cohort graduate of GEAR’s Continuous Improvement Practitioner training program. He has also used his expertise to assist the promotion of GEAR’s legislative agenda by drafting bills and working them through the legislative process.
Bryan began his career with the State in April 1994 as an Associate Fiscal and Policy Analyst in the Office of the Budget responsible for the State’s criminal justice agencies. Upon promotion to Director of Management Efficiency, he became the State strategic planning lead and worked on development of performance metrics for budget allocation decision making. He was also assigned to the First State Financials implementation project and helped with the implementation of several budget application systems. He has also been the Office of Management and Budget’s Capital Budget and Grants-In-Aid Budget coordinator. Bryan has served in top leadership positions of the American Society for Public Administration’s Association for Budgeting and Financial Management (ABFM) and worked on special projects for the National Association of State Budget Officers (NASBO). Bryan earned his undergraduate degree from Washington University in St. Louis and his Master of Public Administration and Ph.D. in Urban Affairs and Public Policy from the University of Delaware.
