Deputy Director of GEAR
Government Efficiency & Accountability Review (GEAR)
Department of Finance
Daniel (Dan) Madrid is the Deputy Director of the Government Efficiency and Accountability Review. Dan’s career has spanned multiple roles and areas of focus within Delaware government services. He dedicated the first eleven years of his career to serving individuals with disabilities as a vocational rehabilitation counselor, then program administrator for the Delaware Division of Vocational Rehabilitation, followed by serving as the Director of the Division for the Visually Impaired.
In October 2016, Dan founded the Office of Performance Innovation within Delaware’s Department of Health and Social Services, which drew both on his background in behavioral science and certification in lean six sigma to create an internal process improvement unit for the State’s largest department. Shortly after, he was appointed as Director of Performance and Operations Management under Treasurer Ken Simpler and later serving as the first Chief Operating Officer under Treasurer Colleen C. Davis through 2022. Dan has received several awards for his service to the State of Delaware, including the Sharon Sutlic Winds of Change Award in 2016 and Governor’s Team Excellence Award in 2015. Dan is a proud University of Delaware and Virginia Commonwealth University graduate, and currently resides in Wilmington, DE with his wife and two children.
